Yes, the Chinese police are of very little use, though at present they cannot be dispensed with. The Police duties of this Colony require an efficient disciplined body of 200 men. Malays are probably the best description of men to procure. The colony needs an increase of Police Stations. One at the "Jap" - one at "Lookhumpoo" or near to it. One near "Jaypan" and another at "Pek pai-wan.
All mat houses should be removed to some great distance from the Town and Pagaar. Coolies only allowed to live in Tiled Houses in gangs of 20 to be located in different positions. As many houses are occupied owing to small shops, it is recommended that ground be marked out for their permanent dwellings; one month after they have been afforded the opportunity of building, their mat houses to be destroyed.
